WPC is proud to announce the topping out of Madison Highlands II, a 67,055-square-foot affordable housing community in Tampa, Florida. Located at 3727 E Hillsborough Ave in Hillsborough County, this $20 million development sits on 1.72 acres and features 92 thoughtfully designed units, with 73 one-bedroom and 19 two-bedroom apartments. This latest addition to WPC’s affordable housing portfolio is dedicated to residents aged 55 and older, continuing our mission to address the growing demand for senior housing in Florida.

A topping out ceremony s a time-honored tradition in the construction industry, marking a significant milestone in the progress of a building. It occurs when the highest structural element of a project, such as the final beam or roof truss, is placed in position. This ceremonial moment celebrates the collaboration and hard work of the entire construction team and partners, while symbolizing the transition from structural work to the final stages of the building process. At WPC, we have a very special way of celebrating, we invite all our subcontractor teams to a special event with lunch, prizes and more.

At WPC, topping out ceremonies are an opportunity to reflect on the journey of a project and the impact it will have on the community. For Madison Highlands II, the topping out signifies another step forward in bringing much-needed affordable housing to Tampa, honoring the commitment and expertise of everyone involved in the project.

The Madison Highlands II project is part of a broader initiative by WPC, in partnership with American Residential Communities (ARC) and New South Residential, LLC (NSR), to bring high-quality, affordable housing options to underserved communities across Florida. The project underscores WPC’s ongoing commitment to improving access to safe and stable housing for all.

Meeting the Demand for Affordable Housing in Florida
Florida continues to face a significant affordable housing shortage, particularly in rapidly growing areas like Tampa and Central Florida. Madison Highlands II directly addresses this need by offering housing exclusively to seniors who meet specific income requirements. This ensures access to safe, comfortable, and affordable living spaces that foster stability and community growth for Florida’s aging population.
